There are several reasons why people choose not to write goals

Fear of Failure
Many people hesitate to write a goal down because if the goal is not accomplished that is seen as a failure. A commitment is made when a goal is written, a commitment to oneself. This may be the most difficult part. It is safer to leave goals, desires and dreams tucked away in the safety of the subconscious self.
The only failure that relates to goal setting is learning it, understanding the benefits, and never trying it. You have then failed yourself the opportunity to be all that you can be. In addition, you have failed yourself one of life’s greatest gifts, the power of a positively focused mind, the opportunity to maximize your talents, and the fulfillment of your life’s purpose and dreams.
Low Self Esteem or Lack of Confidence
You may not have a fear of failure but a fear of success. You may have told yourself so many times that you can’t do something until your subconscious mind has come to believe you. The subconscious mind does not know the difference between reality and non-reality. Efforts to feed your mind positive input about yourself, your abilities and your desires or goals are essential for growth. You can begin to overcome a feeling of low self-worth by feeding positive thoughts into your mind.
Do Not Know-How
Most people have never had a course in goal setting, goal writing and goal accomplishment. After this course work this will no longer be a legitimate excuse. The key to solidifying behavior is to positively reinforce that behavior. When you take a step toward accomplishment of a goal and congratulate yourself that reinforces your effort. You begin to see the results of your efforts and this encourages you to put forth more effort. You stay motivated.
Do Not Know Their Goals
Many have never devoted the small amount of time required to decide what they would like to be, do and have. They therefore do not have specific goals or plans to accomplish them. Some people spend all of their time on things that don’t make a difference and never get to significant tasks of their days and their lives. By setting and prioritizing goals one can achieve a balanced and purposeful life both personally and professionally.
See No Reason
Stress is definitely controlled when there is a clear plan of action outlined and progress toward the completion of that plan can be tracked and evaluated. You no longer have to be frustrated by lack of accomplishment and not knowing the status of something.
